Solution found: dell Optiplex bios sata operation default is raid. Change to ahci. Got a warning message that this may affect booting, Apply change exit bios
win 11 crashes repeatedly and could not repair.
try a second clean Win 11 install w sata in AHCI (there is only one sata hdd connected). No more error at boot up.
@redxps630 Thank you so much. I remember I ran into an issue like this with win 10 years ago and on the same machine had to do the same change... though it's strange that it Win 10 was working but then after I installed 11 (via upgrade) it wouldn't boot and the bios reset to RAID rather than staying on AHCI. But the solution here was gold. All is well and Win 11 booted as it should so we're back in business. Thanks again for the precious solution! :)
