"But it has an 8 pin undivided EPS connector for cpu. "
That's nonsense. EPS12v breaks apart into 4 + 4 the same way the 24 pin breaks apart for 20 + 4 (This has nothing whatsoever to do with why its not working) All Rails count. Power supplies are NOT a single spec of WATTS.
Make sure the PSU you get has just as much, if not more, power on the 3.3v/5v rails as the original Dell PSU. Aftermarket PSU's often boast more total power, but skimp on those rails. If those rails are slumped, it might not work or work correctly in a Dell Optiplex.
Is there a particular GPU you plan on powering or just wanted to upgrade to a particular PSU?
No need to be confused. Optiplex 960 tech guide shows MT has standard 24 pin ATX and 4 pin cpu on motherboard. Dell stock 305W psu also has standard 24 pin ATX connector. If you look at Dell official procedure guide on how to remove 960MT psu, it also shows standard 24 pin ATX on motherboard.
you can upgrade with any standard ATX psu with 24/4 pin. I would just pick a non-modular psu from other Dell mini tower model line or EVGA that fits your budget and need. A brand new EVGA nonmodular 650W psu from Bestbuy was at one time on sale for $30. Probably no longer available. But a 460W Dell XPS 8000 series (8300/8500/8700) psu would do. e.g., 82WHM RH8P5 6GPR9
PS. Optiplex 960 DT/SFF motherboard use mini 24 pin ATX and their form factor are non standard. This is irrelevant to you because you have a 960MT.
This one would probably not work. It has a 24 pin ATX connector, which is good. But it has an 8 pin undivided EPS connector for cpu. Optiplex 960 cpu socket is 4 pin with other components right next to it. So you would probably face physical space limitation trying to plug the 8 pin connector in the 4 pin socket due to board real estate competition. Get a psu with 24/4 pin will not have this issue.
PS. 960 MT motherboard actual picture shows 24 pin ATX standard connector as well as 4 pin cpu connector. Dell P/N Y958C

No MT minitower is what you have and its psu is standard ATX form factor. it looks wider than DT, but standard terminology is MT.
the narrower form factor is DT, next smaller one is SFF.

The supply is NOT ATX its 80 percent efficient PFC. EPS12v and it uses NON STANDARD connector.
960 does not use standard power connections.

evga 700BR 100-BR-0700-K1 or 700B1 is fine other models from the same vendor are NOT OK aka W1 N1 B2 BQ etc.
That's why this unit 100-W1-0600-RX
is not a good fit.

only 130W combined for 3.3v/5v rails
@redxps630
"Optiplex 960 tech guide shows MT has standard 24 pin ATX"
NO IT DOES NOT. ATX is 20 pin. EPS12v is 24pin. the 960 is Neither.

100-N1-0400-L1 is not suitable due to only 120W combined for the 3.3v/5v rails

Has nothing whatsoever to do with the proprietary connector.
even dell 305W units have the 3.3v/5v combined spec of 150W
