The first suggestion would be more RAM. At least 8 GB but preferably 16 GB. The 9010 can take a maximum of 32 GB of DDR3 1600 RAM.
Next would be to go to a larger SSD as the boot and main drive. You can keep the HDD depending on which version of 9010 you have, and use it as a storage drive. A 1 TB or larger would increase performance by a substantial amount.
And if you are really in the mood to speed things up a CPU upgrade would boost performance.

Definitely an SSD, as that would make the biggest difference by far in overall system performance.
After that, upgrading to 8GB (no higher at a 2-series platform as it's not worth the $$$), but I would not get into the hassle and expense of a CPU upgrade unless it was very cheap or free.
Upgrades are all about price-performance in relation to the cost of a new system, and 8GB + a 240GB SSD (and keeping your 500GB HD as a data drive) is by far the best bang for the buck right now.
If you start looking at 16GB of DDR3 + a 500GB-1TB SSD + a new i7-2700 then you might as well buy a brand new system for $500.

The 9010 is very old. You cannot change CPU year after year because they change the socket and chipset and ram forcing you to buy all new Ram and CPU and motherboard. Your model is more than 5 generations and years back. 3010 7010 9010
The good news about the 9010 Mini tower is that it uses regular power supply so the Os can be updated to 10 and the Bios has Spectre and Meltdown mitigations.
Additional performance would be gained by installing a GT1030 video card or better. Up to a GTX 1080 can be used with an EVGA 750B1 power supply upgrade.

I don't think they have a 9060 because they don't want a 9999 model
