Power system issue (Ram increase issue)

Hi everyone

I just have one Technical question.

I have one desktop called (Dell Optiplex 7010 MT) a processor of i5 3.0 GHz

And ram supported up to 32 GB I have 4 slides of ram per each 4 GB DDR3 currently installed two (8 GB) and I would make it up to (16) GB but the point is here if am putting one ram or even two the power button is giving the orange blinking of code (2 blinkings then 3) I do sort of things to solve it even I changed the power supply from the current one 275 watts 300 watts but there is no way to start if I install more than 8 GB

The system currently installed is windows 11 64-bit system is working so well but if I increase the ram system the power button blinks as mentioned so

Anyone who would help in this matter I will be highly appreciated and thanks for your kind cooperation in advance.

Note: All of the 4 slides of rams are tested and working well

Your issue is high density 1.5v 8 gig memory dimms.  They are not supported.  Only Low density DDR3L 1.35v INTEL compatible 1600Mhz chips are supported.

 32 is Not an option without specific ram

In agreement with speedstep.  Speedstep linked both A-Tech and Crucial RAM.  Like Crucial, A-Tech has lifetime warranty and is a good way to save $ on somewhat older/older machines.  I've used it for years.

From the Optiplex 7010 Tech Guide: 

Memory modules should be installed in pairs of matched memory size, speed, and technology. If the memory modules are not installed in matched pairs, the computer will continue to operate, but with a slight reduction in performance. The entire 16GB memory range is available to 64-bit operating systems.
