I found the problem. The location of port 1 is in a different location. I had another OPTIPLEX GX 620 that appears the mother board has died. The location of port 1 on that one is adjacent to port 0. On this other GX 620 it is different
Have you tried another SATA cable or switched the cables just to make sure? You can also try resetting the BIOS by pulling the CMOS battery. Power the system down and pull the CMOS battery (coin cell). Leave it out of the system for 15 minutes. Now instead of putting that battery back in, install a new battery after the 15 minutes. Your system is pretty old and the battery could be on it's last legs.
