Black screen of death is common for failed hard drive.

MS-DOS, Windows 95, Windows 98, Windows 2000, Windows ME, Windows XP, Windows Vista, Windows 7, 8, 10 also display a Black Screen of Death when the operating system cannot boot.

If you can seee the entire POST, no matter how short, it means you should be able to get to the onboard diagnostics.  Try tapping F12 after a restart to get to the One-Time Boot Menu, then select "diagnostics" to start the ePSA troubleshooting (if you're able and if your video signal holds that long).  If it's a HDD issue it will give you an error code, likely 2000-014(X) series.  If it's not the HDD it should detect some other issue.

Have you already tried to do this?

I don't see the post and rear fan doesn't turn on during post and still no video signal

Ok, well, after you restart the machine, try mashing F12 until the machine starts chirping angrily at you.  At that point, it will either go to the one-time boot menu or it will just simply do nothing and continue the black screen o' death.  If you get to the F12 menu, choose "diagnostics".

I'd still try replacing the HDD first, and it's easier.

To find out if your MB is bad, try the BIST Test.  Basically, you'll be disconnecting everything down to the MB.  If MB is bad, PSU won't give you the green light when pushing the test button.

DISCONNECT Data cable from all hard drives.

If you have nvme stick remove that

Then remove cmos battery and discharge.

Replace with new battery and turn on there should be an error message.

If he's got no video signal he's not going to get the error message, either.  I'd try the BIST that @bradthetechnut  is suggesting, if your PSU has the test button.  It should tell you whether it's a power supply issue or a mobo issue.

"If he's got no video signal he's not going to get the error message, either. "

Black screen of death is quite common now.

The only thing worse than a blue screen of death is a black screen of death. And the only thing worse than a black screen of death is a black screen that doesn’t give a clue as to what is wrong.

disconnecting sata cables and removing nvme drives doesnt cost anything.
