USB 3 Host Controller not working/loading - Win 10

I've tried low and high for a solution...

Specs: Optiplex 9020, recently reinstalled with Win10.  All drivers up-to-date, and new dell chipset drivers installed (but didn't help).

The Front USB 3.0 ports do not recognise usb 3 devices; USB 2 ports work fine.
(Issue seems to be with the Intel USB 3.0 eXtensilble Host Controller)

The rear USB 3 ports work ok...

However, If I "disable" and then "enable" the USB 3.0 Host Controller" it DOES pick up the USB 3 device almost every time...   But I don't want to have to do this every time I restart the computer!

Interestingly, there are 2 USB 3.0 Ports on the front; but doing the steps above will only work with one port at a time (either one is ok); but enable it on one port, and the USB stick won't be recognized on the other.

Any idea what might be going on, and how I might be able to fix it?
