Upgrading my old Optiplex 780 graphics card

Can I upgrade my PC with these specs

- Core 2 Quad Q9400 2.66 GHz

- ATI radeon HD 3450

-DDR3 2GB ram

-Motherboard (no idea how to find what motherboard I have)

-Windows 7 PRO 64bit

-Case is the original Optiplex 780 case

I am hoping that I can upgrade my current graphics card to an RX 560 2GB 128-Bit card without upgrading anything or at least anything major. Any other suggestions are welcome, thanks a lot.

The crucial spec is what power supply. Optiplex computers have tiny psu's less than 300w and some a lot less than that and they do not support today's video cards. You would have to get a used card or a current budget model card. That card you mention will not work, requires a double slot and cannot even fit on your model. It requires a 400w power supply. There are 4 diff models of the 780 ranging from a 180w psu to 305w on the largest

What card do you have now or are you using integrated graphics?

Use it as is now and save the money for a new or newer computer.

Yes, the Q9400 CPU will work.  A 780 can take a Q9650 Intel Core 2 Quad 3.0 GHz max.

Total RAM can go up to 16GB (4GB per stick).  Tip:  Make sure all the sticks are the same brand, capacity, and MHz.  Crucial is guaranteed to work in Dell's.  Kingston Value Brand (KVR) almost never works.  The volts can be off in off-brands.
