Read the hardware requirements again, OP. This link shows all DELL PCs it might work with and Optiplex is not listed.

Dell Dock WD19 - docking station - HDMI, 2 x DP, USB-C

This is for Laptops Not for Desktops.

The 5060 has

1 passive USB 3.1 Gen 2 Type-C (front) which does not support Thunderbolt3 OR DisplayPort over USB-C protocol or USB C Power output.

So I would say this is NOT working nor will it EVER work.

The Dell Docking Station WD19 REQUIRES PCs with USB-C port that support DisplayPort over USB-C protocol.

DisplayPort™ over USB-C enables the delivery of full DisplayPort A/V performance (driving monitor resolutions of 4K and beyond), SuperSpeed USB (USB 3.1) data and up to 100 watts of power with the convenience of reversible plug orientation and cable direction. DisplayPort™ is the first A/V protocol to be carried over USB-C.

To easily identify if the USB-C port supports DisplayPort over USB-C, look for the DisplayPort icon next to the USB-C port.

5060 only shows High Speed USB not USB-C power OR Display port.
