Well, that is quite odd. I may be able to give some advice, however.

Looking at the device in question, the AIO has a built-in camera, so it's not an issue of what's plugged in and what's not.

First, if you verified that the camera is recognized in Device Manager, and works in some programs, go check your privacy/device settings and allow apps to access your camera, or the ones you wish to use. If it works better, but not in your browser, allow the sites you wish to access your camera.

If that's not the case, where did you obtain the monitor? Was it second-hand, refurbished, or was it new? If it was anything but new, the chances something could have been damaged inside and the camera does not function is not uncommon. Try to see if you know anyone that can provide help and see if any cables are disconnected from the internal camera or if something is just broken - you could do this yourself, just be careful and be sure you're ready to commit to the decision, as if it was new or second-hand it may void your warranty and you may not get help down the road. You may just want to return it to Dell if it is truly faulty.
