It appears that one of them has a mini Optical drive while the other has a full size drive that you normally see in a desktop.

Older models are using 5.25 inch optical drive instead of 12mm laptop style drive that all dells use now.

The version with 5.25 bay can use a 12mm drive and a 3.5 inch Flex bay card reader.

G7V21 = Media Card Reader module (Includes cable) The 3.5 Floppy bay to 5.25 bay adapter NR95F (Bracket Assembly, F5 to F3 Conversion) is a separate part number.

I also agree with JOcean.  The first photo is an SFF and the 2nd a DT.  Two different sizes.  This is just one Optiplex where the DT & MT share nearly the same MB.
