core i5 3570 underperforming? (Optiplex 9010 MT)

can somebody help me with this issue? i've enabled "Intel Turbo Boost" thing and the multiplier should be at x39 (3.90ghz) right? but when i play any game or i stress the cpu the multiplier locks at x35 (3.50ghz). in teory the cpu is boosting but not the way it should, from what i know it should hit 3.90ghz easily. i have "maximum performance" enabled in windows (as y'all can see in the screenshots), c states and other stuff in order to make the cpu boost the clock speeds. in here the multiplier is at x38 (it changes a lot between x35 and x39)in here the multiplier is at x38 (it changes a lot between x35 and x39)in here the multiplier is stuck at x35in here the multiplier is stuck at x35

Actually Intel specs the Turbo Boost at 3.80 GHz as shown here. And from the screen shot it appears that is what the setting already is. This link has a decent explanation. Also it is possible that the CPU clocks down if it is getting hot.

If I remember right, doesn't the turbo boost just do that on one core?

A good question and I have not seen that in any online article, but you may be right. This web page states that if the heat increases then the core (cores) clock speed will be slowed down. If you have a source please post it as I would be eager to see that and thanks!

i found this. it says "When Turbo Boost is activated, and when only a single core is used, it can increase the CPU's speed to 4.0GHz; when two cores are running, it can run at up to 3.9GHz; and when all four cores are running, it can run at up to 3.7GHz." it doesn't boost one core only, but all of them at different clock speeds. that explains why my i5 3570 "boosts" only to 3.50ghz (i've changed OS, now i have Windows 7 and sometimes hits higher clock speeds).
