To be honest that is a 12 year old system and if you are talking about running with around 60 FPS then you are going to struggle. The PSU is pretty restrictive as to which GPU you can install. Possibly a GT 1030 but the CPU is below the recommended and minimum specs for GTA V. This site can give you a bit more information. Type in your CPU and then when you are sent to the next page type in your system specs and click on can you run it.
A little more information in this forum. At 720 it may run but you will have to run it at low settings.
Keep in mind that the Optiplex is a business system and was not designed for gaming as the specs show. As a business system it is rock solid but gaming is quite a stretch without a number of upgrades.

Low Profile GT1030 card is the ONLY option.
