thanks for the extra input ! 1271 is a beast! ( all that were listed are great ) 

personally ill be going with a CPU that has a higher rate clock speed in stock form. 3.3 to 3.4 

the only question is will there be access to the bios to unlock overclocking

no Optiplex bios as well as motherboard non-Z chipset do not support OC of cpu.

sorry man, don't understand all the tech terms, I'm on dummy for computer building lol,

so over all over clocking cant be done on the stock Motherboard?

i see I see  that leaves me to ask ... . is there an "unlocked version of the exon that could be overclocked on the stock motherboard

I know it's a wishful thinking but the reality is your 3020 has a base board, bottom of the barrel.  Dell has removed most of the performance options which were available to 7000s and 9000s series.

I used E5-1660 on x99 board and yes, the turbo boost kicked in nicely when needed but that was it, no overclocking.  You need higher clocks, try Core-X.  Using available parts for repurpose your machine is good.  But any upgrade to a 3020 is a waste.  You can save that investment to get a newer machine as the newer CPU would perform way better than anything you put in the 3020.

so yes it can be done, but only if you get your hands on an engineering version on stock MOBO

ah thanks for the lesson , it was worth a shot , really wanted to see if there was a loop around OC on the 3020 , but there isn't , so the only solution is to pick a high rated CPU in stock form . 3.4 and up

Are these CPUs compatible with h81 chipset motherboards or only q87?

@ZZT230​ DELL OptiPlex 3020 have lga 1150 socket and you writing about 2011?
Overclocking on haswell depends on the chipset that you have on the motherboard.
There was this thing that some vendors were giving option to use some oveclocking options on motherboards even with H81, but intel was not happy about it and forced this vendors to block this option in new BIOS(so this ability would be dependand on BIOS instaled but i suspect that it was never avaible for DELL OptiPlex 3020).
For locked CPU you could not go above multiplier set as the max turbo value but you could set that multiplier as the default one for all cores(so CPU would work far above its normal TDP with all cores set to max turbo speed, for lower chipset like H81 it was done by switching off all the regulations/power savings and CPU was working constantly on the max turbo multiplier even if you were idling in the desktop with CPU not used for anything).
Info from the mail is also not true, as there was pentium aniversary version from haswell lga 1150 family that did not have 'k' in its name and there was no limitations on the multiplier on it -> but you were asking about 2011 and there is no pentium for it as its socket for high end computers(and there is much bigger power consumption on them plus this type of computers were not for games/overclocking).
