I think most dells do flash the power light about once per second when in sleep/standby.
You might want to download the owner's manual, and any other documents available on dell's web pages. They can come in handy even thought they are not real thorough.

Power light does blink in sleep mode.

did look at manuals 1st; only address when color change and flash in a sequence to determine issue
