On TPM,  one way is to go to Dell's support pages,

https://www.dell.com/support/home/en-uk

Let it recognise your machine's service tag and then go the driver and downloads. If you then search in the "Category" box for security, it might show firmware upgrades for TPM there if there are any.

Without knowing the exact model number of your system those questions cannot be accurately answered. But in general depending on the model you may possibly be able to upgrade to TPM 2.0. However it is not likely to answer the CPU question without a model number.

It is on SOME models but not all.

In most cases no this is never possible because intel changes chipsets and sockets so often.

Turns out that both TPM and Secure boot and CPU version are OPTIONAL.

That said windows 11 is not supported by microsoft or Dell when you do that.

You can get windows 11 to install using RUFUS 3

Rufus 3.17

You download the 11 iso and use rufus to make an installer on usb.

Add Windows 11 "Extended" installation support

(Removes TPM/Secure Boot/RAM CPU requirements)
