If your AIO has an HDMI out or DVI out it should allow bios viewing via an external screen, but it really depends on how the BIOS was configured. Did you buy this brand new from Dell? If so i'd have them fix it as it was damaged in shipping.
What specific Dell AIO model? If not sure, send me via Private Message the service tag number.
