Not sure what your approach is to developing an "AWR Analysis tool" but a couple of good starting points when investigating aims and functionality
Have a look at Tyler Muth's blog on his Chrome extension: AWR formatter: http://tylermuth.wordpress.com/2011/07/12/awr-formatter-1-6-released/
An alternative is Karl Arao's various sql scripts and presentation on "Mining the AWR"

Kyle Hailey - has good info and scripts on ASM and ASH

Allan! Thanks tons for the references.
Right now my goal is to suck in AWR reports so that they can be parsed using a rule engine that can be configured. Once I can successfully parse and store AWR reports I'm going to work on the mechanisms to do calculations and that sort of thing.
