Let me ask you a couple questions, first off: What are you seeing when you try to connect? Can you confirm that the Blade has the iDrac Enterprise license, as the Virtual Console is a feature of the Enterprise Drac? The last thing would be if the iDrac is pingable from a workstation or not.
If the iDrac isn't pingable then try doing a racadm racreset and then reboot.
What is iDRAC FW version and JRE version installed on client. Can you also provide some more information on failure observed like any error message shown during launch. Can you also try with Native Plugin option in virtual console page
Here is a couple things to try. First off is to clear the cache on the browser. After that then add the IP and host to the Trusted Sites list in the browser settings, as well as lower the java security. Also, will the virtual console work under compatibility mode?

I can connect with Windows XP, Java 7 and IE 8.
I can not connect with Windows 7, Java 7 and IE 11.
I also tried another service laptop with Windows 7, Java 7 and IE8, Firefox and Chrome. Did not work..

I have DELL iDRAC 1.57.57.
I have Java 1.7.0_67
The problem is that I can run it in old OS like Windows XP, but not new like Windows 7.
Error when Native:
The popup comes, and it is just blank.
Error when Java:
Java has encountered a problem and has to ble closed.
