Keeping in mind that 1U servers are not supposed to be quiet, make sure that all system firmware is up to date ... the iDRAC/LLC control the fans, and updating the firmware will ensure that any performance or efficiency tweaks are applied. Also the configuration can affect the noise level - RAID controller, size/quantity of memory DIMM's, expansion cards, etc. can all affect the fans (through the managing/monitoring iDRAC).
If everything is up to date, the lid is securely closed, and it is still unacceptably loud, then you might look into modifying the fans with non-stock fans. There are issues doing so - like fans not reporting speed at all, triggering system warnings/errors - so you will need to weight those against owning a quieter 1U server.
