Dell R810 not running CPU's at full speed
I have Dell R810 with the following setup :
4 x Intel Xeon E7-4870 @ 2.4GHz
64GB of DDR3 RAM (all banks populated with Samsung 2GB modules)
All the firmware and BIOS's are latest updated from USC
iDRAC6 Enterprise with firmware 2.9.0
Problem is that on Windows Server 2012R2 which is fully patched i am unable to fully utilize CPU's
Whatever options i set in BIOS and i have tried all the combinations with all the settings in Windows Power Management my CPU's are running on 1.6GHz top with 66-67% usage.
Can anyone please advise what to do, did i miss something?

I think i got it, it's RTFM thing as always.
In the Dell Manuals on Intel Xeon Processor E7-2800\4800\8800 Product Family — Information Update
says that
* PowerEdge R810 systems support 4 x 130 W Intel Xeon processor E7-4800/8800 product family only if the system has two power supply units.
Also the is this notice in the manual :
PowerEdge R810 supports four 130 W Intel Xeon processor E7-4800/8800 product family only with DDR3L at 1.35 V
I have two PSU but only one is currently plugged into power and lots of LRDIMM's lying around. Will try tomorrow to see if it works.

I plugged in second PSU power cord, changed the Memory to LRDIMM type and still Windows 2012 R2 failed to utilize full CPU power.
Then i started to suspect that it must be Windows itself. I installed CentOS 7 and when doing benchmark and CPU mining i can now use all the cores to 100%. This leeds to conclusion that ACPI driver or implementation with Windows Server 2012R2 must be the problem. I will try Windows Server 2016 today and RHEL just to make sure.

Ok, tried today again to use all the cpu cores to full extent with Windows 2016 with no success.
Only up to 68-**bleep**% or 1.6GHz whatever combination u used?
This is very strange.
Is it possible that this is happening to me also or Dell knows about it and all the Windows Server installation around the world can not use R810 to full potential?

I'm facing the same eaxt issue, trying to CPU mine on dell R810 w/ 4x X7560 CPU's. Windows Server 2016, can get past 68-70% CPU usage.. arg! have you found a solution? Thanks!
