PE 1950 PCIe Training Error: Embedded I/O Device 10
Received this error while attempting to configure the iDRAC card for DHCP. Doesn't appear to be a related issue, however I am unable to reach the BIOS due to the system halting after the training error.
Any assistance is appreciated.

I apologize for the post spam.
I've managed to figure out the issue after getting my hands on a known-good system. Turns out one of the PCI-X risers died. I can't tell which one because the known-good system had PCI-E risers and apparently the system won't boot with mismatched risers.

Turt2Live,
Try removing any add-in card and boot the server. If the server boots correctly then it’s likely the card. If the problem persists, then I would try reaseating the riser card as well. If the issue remains after that then it is likely the riser or motherboard themselves causing the issue
Let me know what you see.

I don't have any additional add-in cards. I have tried reseating both riser cards with no luck.

I've tried these additional steps:
I'm out of ideas as to what "Device 10" could be. There are no devices on the risers. The only things that could be on the PCI bus that I know of would be the control panel (it goes to a riser), the DVD drive, the RAID controller, and the DRAC.
I've also tried switching power supplies (both).
Is there a way to figure out what "Device 10" could be that doesn't require the system to POST?
