Power Edge 1500SC will not boot

My Server just shut down yesterday and will not start up, just goes to black screen. There are no beep codes, error messages nothing, just black screen. It will not go to post so I cannot get into the BIOS either.
 
I have tried removing the battery for 1 minute and jumpered the NVRAM hoping that would clear it but still no joy.
 
I have also removed and cleaned the memory and it's slots. Added a video card thinking originally it was the video card. cleaned the whole unit, fans and all. Removed and tightned all cables including power supply. All the fans are running as well.
 
When I press the power button the CD flashes and the hard drive lights show powered up. The board light shows power. I even reversed the floppy cable to make sure there was power going to the floppy (light was on).
 
Is this board dead or am I missing something? Any thoughts or suggestions would be appreciated.

We recently went through the exact same thing with a PE4600. Nothing would display on the monitor at all. We got no beep codes or anything else. After swapping CPUs and VRUs, removing the memory and setting the NVRAM reset jumper to no avail, Dell sent us a new motherboard.

Incidently, this happened after running Dell's little update utility that updates the system BIOS, RAID firmware and assorted other items. Also, the LCD panel on the front of the server would tell us when the side panel was off and when there was no memory in the server, but we couldn't get the server to do anything else.

No Events found!
