I'm not sure what your question is. You can install 4GB in this server and it will work. Depending on the OS that you run you may or may not be able to access the full 4GB of memory - this is a limitation of the PCI architecture.
The BIOS can recognize 4GB mem. But it also reserves memory for AGP/PCI/xx resources and OS like linux/windows can not utilize the full 4GB memory.
This issue is solved by intel/microsft APE technology but it is not available in the latest Dell A10 BIOS.
If this is Dell's problem, please provide new BIOS with APE support.
If this is hardware design problem or architecture limitation, it'd be nice for you to amend your advertisement about the term "up to 4GB". Simply because 4GB can never be reached by OS. Otherwise this is just a trick game and I would suggest you put "up to 128GB" there, which looks more fascinating, despite the fact that you admit this 4GB issue in user manual.
