Given the device in this example is so far out of warranty then it cannot be extended, normally I would opt for paying a little more for extended coverage and being able to use Dell support for this.
Is the only option now to pay for Dell support on a case-by-case basis?
I am actually in the process of having the ownership changed as we speak... Not the end of the world if I can't get into this device as it's very old now... just curious to get into it and see if I can revive it for use as a 'googler' in the workshop!
It seems as if these BIOS master passwords are available for all other brands except Dell!
If the donor cannot provide the password, they'll need to provide the current, registered owner's information. With that, you can transfer ownership.
Having the password unlocked thereafter will require a support call to Dell, for which there will be a charge. There's no other legitimate way to have the system unlocked.

You can RESET Jumper and remove password.
no you do not have to transfer ownership to get warranty . Unless the device is reported as stolen or lost in Dell's records.
You can call provide Service Tag > Last owner's name
Call Dell's out of warranty team,
Your options are annual software contract (240$ approx.)
1 time single incident support ( 50-70$)
