You didn't answer the question completely, You did not specify the model of the computer. The Boot Menu key can vary from one manufacturer to another. For example, I found for Asus it is F8, Gigabyte F12, MSI F11, and Intel F10. I don't know if the key is the same for all models of Dell computers.
In the beginning of start the PC one of option that appear press F11 for Boot Management but when I press it not response and continue start windows ,but same Type of PC in other site when I press F11 it response and can enter to booting.
To get to the Boot Menu you need to press the appropriate key at power on usually as soon as the computer manufacturer's logo appears. If you see anything else on the screen after the logo it is too late.
Still you are not answering the question; What model of Dell computer do you have???
You should have said PowerEdge T130 in the beginning. I think you want the Dell Community / Servers / PowerEdge Servers forum. Try posting your question there, this is the XPS forum.
I'm having the same issue where an F11 message comes up at boot time. The F11 key will reset the computer to factory specs, which we don't want to happen.
It's a Dell 9030 all-in-one unit running Windows 7 Enterprise, SP1.

F11 is not an option for Dell.
