Dell Poweredge 1550 post/boot problems

I have a Poweredge 1550 that will not post. At powerup, it spins up the fans and CD-ROM, but there is no video and no error beeps. If I remove the memory I get the 1-3-2 error beep, so the system board is not completely unresponsive.

I have tried 3 different CPU's, all of which work in a similar system. I have replaced the memory, cleared the CMOS, replaced the 2nd CPU terminator, and releated avery cable and edge connector.

Any ideas as to what would cause this? There are no expansion PCI cards in the system at present, and I have removed the drives to troubleshoot as well.

I have had a similar problem with 2 1550s.
I came to the conclusion that the servers were more likely to start if no videocable was connected during boot.
So try booting without cable and hotplug it if the server starts. Also remember to connect the keyboard and mouse on the same end of the server as you plug in the video cable.
My guess is that a component, possibly a capacitor is not performing well.
