I would first start with taking the server to its Minimu to Post configuration, which is removing everything from the server but the following;
•System board •Processor with heat sink •1 x DIMM in Slot 1 •Power supply •Control panel and cables
If the server powers up with video then I would add the removed devices back individually until the issue reappears, identifying the device with the issue.
firstly I tried with minimum requirement removed (Keyboard, mouse.... etc), tried with the 2 VGA built-in card front, behind and external VGA card without any benefit.
the fans at first when I turn on the machine start slowly then faster and its speed remains stable.
If you have an iDrac Enterprise, are you able to remote into the server? If you don't have the Enterprise are you able to ping the iDrac/BMC? Any amber lights seen on the server flashing?
It sounds like it is an issue with the server passing POST, so to confirm, you removed everything from the server, internall and externally, but the following devices
•System board •Processor with heat sink •1 x DIMM in Slot 1 •Power supply •Control panel and cables

I can't remote into server, at the first time when I bought the machine, downloaded new windows for it then stored it.
when I turn on the machine the back light start with blue then flash red for a 3 second then get back to blue.
Modfiy: after 2 min the led on front led blue in the below photo
