The first thing I would do is verify if the issue is happening with the monitor connected to both the front and back VGA ports. If so then I would try taking the server to its Minimum to Post configuration, which is removing everything from the server except the following devices;
System Board
Processor with Heatsink
1 DIMM in slot 1
Riser Card
Power Supply
Control Panel and Cables
After that then boot and see if that resolves the issue. If so then individually add the removed devices back until the issue reappears, which identifies the problem part. If everything is reinstalled and the issue doesn't reappear then I would suggest updating the server to current.
Same Server. Tried All. Removed all fans and plugged in back. removed all HDD,s refreshed Processor Seating, removed and placed back RAM's, Cmos Battery, all done. Still no Display. The key board also do not show any light. Help required,.
