Dell T110 II does not power on
I have a Dell T110 II server that was working, but it no longer powers up since it was moved. When it is plugged in, it tries to start up for a second, then shuts down for a second or two, then tries to start again. When it is briefly on, the power button is green, and the diagnostic lights 1 3 4 are on, although I suspect this isn't a diagnostic code but the last part of the power up sequence it gets to before shutting down. The LEDs on the motherboard and power supply are green (when it is on).
I have tried going to the minimum POST configuration (only a CPU, motherboard, PCI riser, 1 DIMM, Power Supply, and the front panel connected), and it still wont start. I disconnected the ribbon cable to the front panel, and the power supply and fan still turn on and off every few seconds. I tried swapping out the power supply, DIMM, and riser with ones from another good T110, all with the same result.
Any ideas about what to do next?

Jdolne,
While most of your minimum to post configuration is correct, as seen below, but the riser isn't required.
System Board
Processor with Heatsink
1 DIMM in slot 1
Power Supply
Control Panel and Cable
I would suggest removing the riser to see if the issue continues. If not, then try adding the riser back to see if the issue repeats. If so then likely the risers slot on the motherboard is the issue. I would also suggest making sure all the external connects are removed as well (usb keys or devices).
If the issue still persists I suspect it is either the Control Panel, or the systemboard itself.
Let me know what you see.

I tried it with the riser removed completely - no change. I also tried swapping the control panel and ribbon cable from the good machine - no help.
There is nothing externally connected (removed the monitor, keyboard, mouse, and network connection), so it's looking like the problem is with the system board or the BIOS.
