Error. Unable to load Dell Instrumentation driver

I am trying to upgrade BIOS on Dell 2650 and getting this:
#./PE2650-BIOS-LX-A20.bin
Collecting inventory...
....
Error. Unable to load Dell Instrumentation driver

Any pointers?

i had the same on an esx 2.5.1 server and i had to run "omasetup.sh install" before running the bios upgrade
 
this installed some packages from the esx installation cd
