Thanks for your response, Robert. After some trial-and-error work, the problem was that a "press any key to boot from CD" prompt with a short time limit was being generated. However, this prompt was not visible on the T-110 screen so we did not "press any key" when required. That is why the server kept booting from the hard disk and not the CD (even though I did change the boot order in the BIOS to start from CD). The solution was to press a key repeatedly during the start up process, which then did boot from the CD.

I am having the same problem. I will try this solution.
But, I just must say that it is negligent of Dell to have never resolved this problem. Resolution should have been included in their bios update.
