In the BIOS, under System Security, AC Power Recovery. Set to ON. If set to LAST and you have the server configured to shutdown in the event of an extended power outage, then the LAST setting was OFF and it won't turn back on. ON will turn it on when power is re-applied, regardless of the last power state. You can also define a delay before powering back on.
You can also access these settings in the OpenManage Server Administrator software.
