IB110 Error - SBE logging Disabled

I see that there are several threads about this issue but none of them are resolving my issue.

 

1.) Pulled system out of box and started it up.

2.) Received IB110 error

3.) Cleared log shutdown swapped memory locations

4.) Booted system IB110 error appears

5.) Dell replaced memory

6.) Cleared log inserted memory

7.) No error

8.) Rebooted server IB110 error appears

9.) Did step 3 again errors still appear

 

Is it possible that I got a bad replacement DIMM?

 

I ran the PowerEdge diags and this error is logged:

Status of DIMM is critical
