Intel Pro LAN NIC has QoS problems !!!!!
I and many other people are having problems with the Intel NICs that are also part of the Dell motherboards. The problem manifests itself when you try to voice chat (voicechat). You speak through the microphone and the other person hears clicking or whale sounds.
This is a known issue (and on message boards too):

Intel won't touch it because the motherboard is Dells.
One solution is to disable QoS which works for some but not others including at least one of my boxes :(
Hope Dell can straighten this out !

System info:
PowerEdge 400SC
Win XP Pro
Intel Pro 1000 MT - Driver=7.4.19.0 from Intel and it is signed
QoS setting is UnChecked
BIOS = A04
Intel won't support their stuff because it is in a DELL box. I hope DELL will put some pressure on them to get a reasonable solution.

Note: I do not have MSN Messenger installed on any machine and I have not had it installed. This happens on Yahoo Messenger and NetMeeting.

There are more links but these give you an idea of what is being discussed. I hope this shows that this is not an isolated incident, my imagination, or something other than a problem with Intel's NIC which they won't address from Dell customers since the NIC is on "your" motherboard. This should be kicked up to someone with the authority and/or cojones to do something about it.

First, please keep in mind that PowerEdge 400SC is not validated to run Windows XP/9X or any other client-side OS. You will not find any XP/9X drivers from Dell. Why? Because it's a server product. I'm not saying it can't run XP on it, but it's not going to be supported from Dell.
Having said that, I understand your frustration and I will do utmost to find an answer for you (if there is one out there), but I cannot guarantee that it will work. Please understand that it is a compatibility issue with Intel NICs and Microsoft's QoS service. Not all hardware is compatible with all software out there and vice versa and I'm sure Microsoft and Intel must be working on it.
After reading the posts on the link you provided, I did find that the issue was resolved with the latest Intel driver. I am not sure why you didn't try updating your BIOS to A06 (since it's an embedded NIC on the motherboard; BIOS has a lot to do with it).
I have found some info on this issue. Here are some recommendations:
Additionally, you should also check out Windows Update and download any updates that may be available. Sometimes Microsoft also posts drivers, though Dell does not recommend updating drivers through Windows Update, however, since you're running an unsupported OS for the 400SC, you can try Microsoft-provided drivers (if one is available).
I hope the above procedure has resolved the issue you were having. Personally, I have run Intel NICs at home and have used MSN audio chat feature without any issues.

This issue appears to be more of a general NIC problem and since Dell is using these throughout product lines, I would hope that an overall solution will be sought.
