This is normal behavior, the operating frequency will be set by the hardware as needed. If you think it should be operating at the full 2400 MHz, you can try flashing both the BIOS and the iDRAC. If the hardware is the same as at the time of order, you're also welcome to message me the service tag. I can take a more specific look at the system using the service tag.

Yes, that's normal it dependes on the CPU that you have.
for example
