I had the same question regarding SBS 2003 on a PowerEdge 700.  Didn't find too many options from the WHQL list.

Ultimately I installed the standard issue USRobotics $99 jobbie from CompUSA.  It works really well with the SBS2003 box. 

Interestingly, the associated USR software worked just fine on Server 2003 in a previous experiment, but wouldn't seem to work on the Small Biz Server. 

Whatever the case, you might want to install all of the utilities etc on an XP machine in order to upgrade the firmware on the modem, and then just hook it up to the server.  When I did this, the PE700 loaded the driver automatically and the setup has run without a hitch ever since.

the e-faxing capability of Windows is something I think is often overlooked but is one of it's coolest features.  you'll have a time getting everything config'd like you want it, but it just takes some getting used to.
