PE4600 power button does not work, bmc flash fails

We have a PE4600.  When we plug it in, it immediately boots without hitting the power button, and the only way to turn it off is to unplug it.  Hitting the power button does nothing.
 
With this same server, we updated the bios, perc, etc, but when we tried to flash the bmc, it failed saying "unrecognizable vendor".
 
I am guessing the two items are related.
 
Any ideas what might be causing this?  We have a spare PE4600 that we can swap parts with.  Any suggestions on what controller card we may need to replace?

After reading some other forums, I tried the following:
 
remove power cord + power supplies from system, press on power button during 30 seconds to reset (and drain power). reinstall power supplies, plug power cord and check for leds, if all leds are ok, try to start system.
 
After doing this, the power button is working again, but the bmc flash still fails.
