You cannot upgrade the PERC firmware unless it is "on" or activated - through bootable means or otherwise.
Why can you not get into CTRL-M? What happens when you press it? Try reseating the RAID components ... RAID memory, RAID battery, and RAID key ... and the PCI riser card.
When you click nothing happens, but the keyboard responds to pressing, yet feature - can not get into the BIOS after installation mode RAID, the logic of this is possible only after setting the controller has a hardware reset the BIOS memory. PCI riser card not set in After removal of key RAID / RAID memory controller generates an error no seized components. Another question that F10 = Utility Mode?

F10 contains diagnostics, but it may not be available. You can, however, download the same diagnostics from Dell's Support Site.
Don't remove the RAID hardware - reseat it (take it out, then back in).
If you have reseated the RAID components and are still unable to get in, then you may have to replace your motherboard, RAID key, and/or riser card.
