It means that someone has pressed the button on the front next to the power that has a circle with the letter "i" in it. There is also one on the back to the left of the ethernet ports. When you press either one, the light flashes blue to help you locate the computer from the other side of the rack. Imagine a rack full of servers and trying to find which is the one you were just looking at the front of.
Pressing the button again will make the light stop flashing.
