PowerEdge 2800 PCI express slot without power
I am trying to use the hotplug PCI-e slots available on the PowerEdge 2800. The BIOS was upgraded to A07 version.
i) Without any expansion cards on the slots.
ii) The black plastic "container" that is fixed to the board was removed (as I can see it seems only necessary to help power-up/down the slot by pressing the small "red" button near de leds)
After powering-up the server (after connecting the 2 power cables to the PSUs) the 2 leds on the board near the slot lighten up for aproximaly 10 seconds. Afterwards they switch off. If I power up the slot pressing the small "red" button nothing happens.
According to Table 6-1. Hot-Plug Expansion Slot Indicators of the manual
http://support.dell.com/support/edocs/systems/pe2800/en/it_en/p1778c60.htm#wp1052724
the green led should flash ("Connector is being powered up or powered down") and afterwards stay on. The behaviour I observe seems to indicate that the slots are not supplied with power. I also never saw the amber led flashing, which together with green led on , would indicate (according to the manual) that the slot was being identified.
Is this the normal operation of these hotplug slots?
I also tried with a pci-e graphic card inserted in the 8x slot and observed the same behaviour.
Could anyone help me with this subject?

The main thing with hot plug slots is that, the os must support hot plug and the card must also support hot plug.
As far as i know only some network cards support this function.
When all the conditions are met then the card will show as an entry in removable devices like usb sticks etc. You safely remove the device from there and the leds give you a status so you can remove it. Nornal pci type devices ignore this feature.

Thank you for your comments.
What if I wanted to use these hot plug slots as a normal cold plug slot?
Isn't the hot plug an additional characteristic of the slot without changing the normal cold plug behaviour?
I want to use the slots in cold plug mode, the problems is that it seems they aren't powered up, as I explained in my previous post.
