PowerEdge 2950 - Fans won't spin down after installing PCI card

Question

I installed an Intel Dialogic PCI card on the riser in a PE2950, and now when I power on the server everything boots fine, but the fans stay spinning at full speed and will not spin down.   I removed the card and it's still doing it. Does anyone have any idea what I could've done to cause this?

This appears to have been somehow related to the intrusion detection on the server. After entering the BIOS once, the problem has just went away. I'm not sure why, but I'll take it.
