I'm surprised that the operating system is detecting 24GB of memory. 1 DIMM in each bank is not a valid configuration. The DIMMs are supposed to be installed in pairs, so a minimal configuration with 4 CPUs would be 8 DIMMs. The server is designed to work with a single DIMM in a diagnostic configuration for troubleshooting purposes.
My suggestion would be to install the DIMMs in pairs. You can verify that it is a configuration issue by populating 2 DIMMs in the first 2 CPUs and not populating CPUs 3 and 4. If the system detects all 32GB then you need to get 4 more DIMMs for the other 2 CPUs. If it does not detect them then there may be a problem with a DIMM.
