I'm not aware of any plans to sell Server 2019 as an OEM factory install option on 13th generation servers. It will be a supported OS, but you will likely have to buy a retail copy if you are purchasing a 13th generation system. I think we started selling 14th generation systems with OEM 2019 this month.
