PowerEdge T610 boot

hi, my poweredge t610 server fails to boot because it stays under instructions, I can't see anything on the monitor and I can't log in any other way. Every now and then I can load the windows 2019 system and by connecting remotely everything seems ok, but as soon as we start we are all over again.Without changing the motherboard how can I access the bios remotely to lower the fan speed and to exclude the internal vga card?
