I would take the server to a minimum to POST configuration and see if the system will continue through POST. You mentioned being able to use the iDRAC web interface, I'd also make sure that the BIOS and the iDRAC are up to date.
Minimum to POST configuration:
•System Board •CPU1 with heat sink •Single DIMM in A1 •Control Panel with cable (to power system on) • PSU (and for redundant PSU also the PDB/PIB)

Hello,
