I just need to ask if Dell R620 support "Dell Intel X710 Quad Port 10Gb DA/SFP+ Network Daughter Card 68M95"

That specific card isn't going to be supported in the R620, as it is designed to function with 13th generation Poweredge servers and newer. An option for the R620 would be part # W0RM9 or Y3KKR, which appear to be the only Dual Port 10 GbE DA/SFP+ cards listed for that server.
