R410 low clocks and low usage
My R410 server never goes above 81% usage and it always stays below base clock. (1.5-1.7GHz idle 2.26 GHz under load)
CPU: 2X Xeon X5660
OS: WIN 10 Pro
GPU: onboard
RAM 2*8 GB
I got it working once on Win Server 2012 but when i installed Win10 it stopped working properly.
I want a stable clock, is there a way to turn it on in the BIOS?

The issue is likely due to the fact you're running a workstation OS on a server, which neither were designed to do.
Is there a reason you need to use Win10, and not use Server 2012?

Little update i have, i downloaded XTU and it tell's me that my CPU is thermal throttling.
In hwinfo i can see that my cpu's are about 50C, far from thermal thtottling threshold.
I think its caused because i have only 3 fans connected, do you think it could be it?
And then how can i disable fan(s) or make the board think they are plugged in, i dont need them anyways because im running aftermarket coolers.
In win server im getting around 950 points in Cinebench r15, same in win 10 but with 2 x5660 i should be getting above 1250.
