Thanks for your suggestion, even though the BIOS was configured for ECC and the underside of the R710's lid said for that configuration the memory much be in slots A2/3/5/6/8/9 and B/3/5/6/8/9 - I followed your suggestion and put them in A1/4/2/5 and B/4/2/5, which booted.
So following on from that I put the final sticks in slots A3/6 and B3/6 which also booted - so I now have to full 24GB in and working.
