Yes, a second disk is needed that contains all the update packages ... it is called SUU (Server Update Utility - DVD format is more up to date). Note that it is multiple ISO downloads that must be merged using copy /b after they are downloaded. There may be a way to run one or the other - or both - from USB, but I haven't stumbled on a way to do it yet.
the contents of the SUU can be copied to a network share or a USB and SBUU will consume it, but the SUU content cannot be in a subdirectory, it must have the same directory structure starting right at the root of the drive it is placed on.
